I guess it used to take some major equipment to get kids to school in the remote areas of the Mojave Desert.
That design makes me think it might have been useful for driving through flash floods running over roads or through gullies. Looks like a monster truck capable of clambering over boulders!
While I’m sure this vehicle could do some of those things you mention (assuming it has four-wheel drive), I imagine it was mostly designed to amuse tourists like me. Mission accomplished in that case.
