There are two rather mundane mysteries going on here, 1) what was the purpose of painting the black and white squares in the middle of a sidewalk, and 20 why do the skid marks not extend beyond the boundaries of the painted squares?
Whatever the solutions to the mysteries, they resulted in a cool abstract for you to capture! 🙂 I like it.

Can’t say why the squares but I’d guesstimate the tire marks are from a wheeled vehicle, maybe a bicycle, crossing from black to white when the black paint wasnt 100% dry. Although that doesn’t explain why the marks don’t extend beyond the squares.
Maybe Banksy started a project and was interrupted. He fled the scene on his bicycle or rollerblades?
I’m 99.9% sure those are bicycle skid marks. Your wet black paint theory makes some sense except that, as you mentioned, the paint would extend beyond the squares at least a bit.
